I don't think a head is a good idea on a small river. There is a lot of line manipulation going on both in the air and on the water. The best compromise I have found is a WF with a long head - the head on mine is 49 feet but that line isn't made any more.
Going back to the original question the Americans used to use very short rods for salmon fishing. Indeed one of the best of them, Lee Wulff, used a very short 6ft #5 weight for salmon.
